Why do some political systems respond more effectively to climate challenges than others? This panel explores the political and institutional factors that shape climate capacity. Papers may analyse state institutions, governance arrangements, political leadership, administrative responses, policy learning, societal engagement or comparative experiences of adaptation and transition. Special consideration will be given to research examining how states and societies develop the capabilities needed to address climate risks, uncertainty and long-term transformations.
