Climate action often takes place in fragmented political environments where authority is shared among different institutions and levels of government. This panel explores how political fragmentation shapes climate governance and policy outcomes. We welcome papers on coordination challenges, political conflict, institutional complexity, multilevel governance, territorial politics, and comparative experiences from different regions of the world. Particular attention will be given to the political and institutional conditions that facilitate or constrain effective climate action across fragmented governance systems.
